Job function:
The Facility Engineer Specialist - FF is responsible for broad technical oversight of the EPC contractor's facilities engineering effort. Gains alignment with the Engineering Lead - FF and the Lead Engineer on facilities engineering needs, objectives, and requirements. Supports project stewardship and EMCAPS compliance requirements. Assists Engineering Lead and Lead Engineer with management and coordination of engineering activities.

RESPONSIBILITY AND DUTIES:
· Provide overall facilities engineering leadership and expertise

· Gain alignment with the Engineering Leads on facilities engineering needs, objectives, and requirements

· Conduct project team member briefing sessions with respect to facilities engineering requirements and processes

· Provide the facilities engineering data (narrative, charts, graphs, etc.) required for the monthly progress report

· Steward facilities design alternative studies, as required, to optimize project cost and schedule

· Act as single point liaison on complex facility design and interface issues with EPC contractor(s) and ExxonMobil functions (e.g., Operations, Drilling, Marine, Sub sea), and other stakeholders

· Participate as appropriate in design/operability/ constructability reviews, risk assessments (e.g., HAZOP)

· Capture and communicate facilities engineering and design lessons learned for the project

· Advise the EPC contractor's engineering and design organization with respect to:
-Contractor's facilities engineering and design procedures, processes, and deliverables
-Contractor's facilities staffing, including staffing plans, and personnel suitability and adequacy

· Assist Engineering Lead with the stewardship of the EPC contractor's activities with respect to facilities engineering execution including:
- Ensuring that all affected parties are familiar with engineering execution plans, procedures, objectives, and job requirements as they relate to facilities
- Ensuring that the contractor staffs the project with adequate numbers of qualified personnel
- Ensuring that the contractor employs the appropriate design tools, including computer hardware and software
- Ensuring that the contractor adheres to all appropriate specifications and standards
- Ensuring that the contractor provides all contract documents, including those referred to in the job spec
- Ensure interfaces associated with facilities project component(s) are working

· Coordinate and steward development of key multi-discipline engineering and EMCAPS deliverables, including:
-Facility and Project Design Basis Documents
-Engineering Surveillance Plan


Required KNOWLEDGE, qualifications, skills, and EXPERIENCE:
·Extensive knowledge of facilities:
- Design standards, specifications, codes, and appropriate safety criteria
- Onshore facilities and structures design, construction, and operations
- processes, and expectations with respect to facilities engineering

·Bachelors Degree in an engineering discipline, preferably Mechanical or Chemical

·10+ years experience in crude oil and gas producing facilities design and operation.

·Experience in coordinating engineering contractor and claims avoidance management desired.

.Must be able to interface with others outside the Facilities Group to help determine whether or not design objectives/delivera bles are being met

·Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.

·Read, write, and speak fluent English, especially as it applies to technical and business communications and the preparation and delivery of presentations

Job function:
The Engineering Lead - Field Facilities (FF) is responsible for management and direct supervision of the engineering design including: EPC ITT Tender Package development, EPC Tender evaluation, and EPC execution. During EPC execution, the Engineering Lead - FF is responsible for broad technical and administrative oversight of the EPC contractor's engineering effort from the date of contract award through completion of the Project, including, but not limited to: ensuring alignment with PMT on project engineering needs, objectives, and requirements; ensuring that the EPC contractor's staffing processes and procedures are adequate to fulfill contract requirements; developing and executing administrative routines that align with the project's goals, objectives, and procedures; communicating with the customer and functions on engineering activities, progress, and issues.



RESPONSIBILITY AND DUTIES:

· Provide overall engineering leadership and expertise

· Maintain close liaison with appropriate members of Project Team (PT) including: Safety, Project Services, Quality, Operations, and home office functional support)

· Gain alignment with the customer on project engineering needs, objectives, and requirements:
-Lead in kick-off meetings with the EPC contractor and customer to ensure common understanding of engineering requirements, including deliverables
-Conduct project team member briefing sessions with respect to engineering requirements and processes

· Review and approve all of the engineering data (narrative, charts, graphs, etc.) required for the monthly progress report

· Coordinate owner and PMT design reviews to minimize disruption of the contractor's work

· Authorize design alternative studies, as required, to optimize project cost and schedule

· Arrange required review and appraisal by customer’s technical specialists for critical portions of the work

· Ensure quality and schedule for engineering deliverables

· Provide engineering support for procurement of equipment and materials

· Ensure proper inter-departmental coordination with all engineering groups

· Supervise and administer company's engineering staff

· Participate actively in the project's change management program

· Capture and communicate engineering and design lessons learned for the project

· Steward the EPC contractor's activities with respect to engineering execution including:
-Ensuring that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements
-Ensuring that the contractor staffs the project with adequate numbers of qualified engineering personnel
-Ensuring that the contractor employs the appropriate design tools, including computer hardware and software
-Ensuring that the contractor adheres to all appropriate specifications and standards
-Ensuring that the contractor delivers all required engineering documentation, including those referred to in the job specifications
-Reinforcing the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting

· Advise the EPC contractor's engineering and design organization with respect to:
-Compliance with ExxonMobil's policies for prevention of information brokering and compliance with business standards guidelines
-Contractor's engineering and design procedures, processes, and deliverables
-Contractor's engineering staffing, including staffing plans, and personnel suitability and adequacy
- Resolution of contractor's engineering claims, if any

Required KNOWLEDGE, qualifications, skills, and EXPERIENCES:

· Broad and extensive knowledge of industry:
-Design standards, specifications, codes, and appropriate safety criteria
-Facilities design, procurement, construction, and operations
-Engineering administration
-practices, processes, and expectations with respect to project engineering

· Bachelor Degree in an engineering discipline

· 20+ years of closely related professional experience, 10+ years of which should be at the senior project engineering / engineering management level with overall responsibility for engineering execution

· Strong organizational, management, and technical judgment skills

· Ability to lead, guide and manage the engineering team

· Ability to coordinate and resolve technical issues in a timely manner

· Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

· Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.

· Read, write, and speak fluent English, especially as it applies to technical and business communications
