Exploitation (Production) Manager
Algeria - Gas Processing Plant
28 / 28 Rotation
Our client is a global leader in the resources industry. Operating worldwide with some 41,000 employees working in over 100 operations in 25 countries. They currently have a requirement for an Exploitation Manager to be based in Algeria.
Key Roles & Responsibilities
1) Lead the multi-discipline Operations Team to deliver hydrocarbons safely and effectively to the export pipelines in accordance with agreed production plans and in conformance with required specifications.
2) The safe, efficient and effective fit for purpose availability, performance, maintenance and operation of assigned process and safety systems and equipment to maximise plant uptime and minimize production loss.
3) The authorising and the efficient operation of the Permit to Work system (Safe System of Working), including inhibits, override log register and participation in safety audits.
4) Lead and carry out risk assessments.
5) The safe and effective operation of the Control Room(s) and the associated systems/equipment and logs.
6) Compile and maintain personal records of competence.
7) To consider and manage the environmental risk of team activities in line with the Safety, Health and Environmental policy and the requirements of the Environmental Management System, and communicate the requirements to the workforce.
Key Technical Activities and Tasks:
Safety Management
I. Ensure Operations Team understanding of and compliance with the installation Safety Case.
II. Perform the duties of Permit to Work Authoriser and ensure adherence by all personnel to the Permit to Work system and safe working practices.
III. Ensure Operations allocated safety, life support and emergency systems and equipment are maintained and available fit for purpose.
IV. Monitor, audit and review safety systems in place against agreed safety performance targets and the requirements of the installation Safety Case.
V. Report and assist in the investigation of accidents and incidents and provide all necessary assistance to investigating officers.
VI. Ensure all Operations Team personnel are assessed to demonstrate competence appropriate to their duties and tasks.
Emergency Response
i) Understand and have detailed knowledge of the Emergency Response Procedures.
ii) Perform in an Emergency Response role as defined in the Companys Emergency Response Procedures Manual.
Process Shutdown and Start-up
i) Supervise and co-ordinate all activities during process shutdown and start-up.
ii) Ensure shutdown plans, including process start-up, are achieved safely, efficiently and effectively.
iii) Minimise loss due to unplanned shutdowns.
Process Supervision and Control
i) Lead a multi-discipline team in the safe and effective operation of process and utility plant to maximise uptime, minimize production loss and ensure all process equipment is fit for purpose and meets availability targets.
ii) Ensure product and product effluent quality specifications are met.
iii) Ensure understanding and compliance with installation Operating Procedures.
iv) Generate guidelines for process operation and isolation/de-isolation as appropriate.
v) Participate in reviews of Production Operations manuals, procedures and work instructions and make recommendations for improvement where appropriate.
vi) Implement agreed actions on findings of Company and Third Party safety and quality audits.
Work Management
i) Provide Operations input to short, medium and long term production plans and work programmes to ensure production targets are met safely and effectively.
ii) Communicate work priorities to the Operations Team, allocate tasks within the team to ensure optimum resource utilisation and ensure allocated shift Preventive and Corrective Maintenance work programmes and schedules are met safely and effectively.
iii) Assist the Field Manager and have direct input in planning preventive maintenance programmes.
iv) Act as authorised signatory for the inhibit and override log register and ensure daily audits are completed.
v) Ensure that isolations/de-isolations executed by the Production Team personnel are effected safely, efficiently and effectively.
Additional Activities and Tasks:
Competence Assessment and Assurance
i) Participate in the competency assessment of production team personnel and fulfill the role of a Competency Assessor.
Budget planning, preparation and control
i) Prepare initial budget costings for installation based production manpower and materials requirements.
ii) Investigate production budget variances and communicate causes to Directeur De champs
iii) Complete production loss report information and relevant SHE reports when required and ensure close out through appropriate channels.
iv) Ensure all production requests for additional expenditure are cost justified on an added value basis.
v) Ensure accurate and timely cost allocations to correct cost centres.
Recruitment, Training and Personnel Management
i) Ensure the development of technical competence in core skill and assigned additional multi-tasks within the Operations Team is achieved through a formal and auditable training and competence assessment programme and within agreed timescales.
ii) Participate in the selection process for installation production team personnel, including conducting employment interviews.
iii) Encourage and promote effective teamwork and empowerment to maximise individual and team performance.
iv) Prepare and communicate Job Performance expectations for the Operations Team to enable performance targets to be met and monitor performance through regular reviews.
v) Complete Performance Appraisals for all reportees.
vi) Resolve conflicts within the Operations Team and between other groups.
Information and Communication
i) Ensure the maintenance of all Control Room Logs in accordance with Operating Procedures and ensuring full audit trails are maintained as appropriate.
ii) Provide daily Production Report for distribution to the Management and partners.
iii) Comply with the Operating Procedures with regard to handover notes and meeting(s).
iv) Attend daily management meeting and conduct information cascading meetings with production team personnel.
v) Provide feedback on Safety Case and Safety Management System update/amendment requirements.
vi) Ensure all requests for personnel and materials are processed accurately.
Main purpose of position
The safe and efficient operation of all assigned process facilities, safety systems and utilities to ensure production of hydrocarbons in accordance with legislative standards, production plans, targets and specifications.
Assignment location - Field Processing Facility. Algeria.
Leave cycle - To work rotational shift (28 days rotational) at the Field Processing Facility.
Travel frequency - May be required to travel to Hassi or abroad for meetings or vendor visits as and when required.
Qualifications :
Academic qualifications
Tertiary engineering qualifications.
Knowledge of English/French
Discipline
Refining, chemical engineering, industrial chemistry, treatment of gas or Engineer of the processes.
Professional experience
Minimum of 10 years experience in hydrocarbon production.
Proven leadership, management and supervisory skills. Experience in implementation of HSE systems. Demonstrated competence in emergency response skills and process optimisation.
Desirable to have an understanding of chemical processing fundamentals, basic industrial relations as well as experience in Production/Drilling/Well Services.
Desirable to have operating experience in remote desert locations on Gas Processing plants.
Special subject matter knowledge/Areas of expertise
Experience in process plant operations and maintenance.
Experience in implementation of safety management, emergency response and quality Management systems.
Specific skills/ Competence required
Strong leadership, management and supervisory skills
Knowledge of budgeting and financial reporting and business planning.
